The concept of European Union law will be examined following its historical evolution and its sources as well as its place within International law. There will be a detailed examination of the subjects and objects of European Union law and its institutions. We tackle the principal and secondary sources of European Union law with the aid of European Court of Justice principal jurisprudences relative to the topic studied. There will be a special focus on the protection of human rights within the European Union as well as the relations of Turkey with European Union.

It is the ‘talk of the town’-the accession of Turkey to the EU. This course covers a very current debate and the structure of the class will reflect that. In addition to studying the history of Turkey-EU relations, we will engage with the intense debates going on both domestically and internationally. Issues of reform such as human rights, rule of law, minorities and the role of the military are at the center of these debates as are issues of identity. Studying Turkey-EU relations allows us to understand how national structures are affected by supranational organizations (the EU) and processes (integration).

Enlargement is one of the most important policy areas of the European Union, albeit a controversial one. It will continue to occupy those interested in the development of the EU given the recent expansion (2004), the impending expansion (Romania and Bulgaria), the likely expansion (Turkey and Croatia) and more aspirant countries in line. Closely related to the issue of enlargement is the question of the role of the EU in democratization and its implications for broader democratic consolidation. This course aims to understand the impact of the EU on domestic processes within the context of democratization. Enlargement will be analyzed in waves, starting with the Southern expansion in the 1980s.

This course is designed to introduce students to issues and problems of the human rights emphasizing particularly its international dimensions. After an intensive and multidisciplinary introduction to human rights theories, the major international treaties, declarations and covenants will be discussed. This course of lectures is designed to provide an introduction to the economic, institutional and political issues involved in current commercial policy and the position of the EU in it. The aims of the course are to provide students with the necessary knowledge for a deeper understanding of modern trade relations of the EU: and to improve the analytical thinking on the issue. The lectures begin by covering the essentials of trade economics. They than consider the evolution of the post-World War II world trading system and discuss the issues pertinent to GATT and the WTO. As the structure of EU Integration and policy-based development are based on funding system, the course describes of the generic structure of the funding mechanisms, the differentiation for each different funding types.Throughout the course, the description of the project based approaches and modeling of a new project based on EU policies and the methodologies for innovative project idea where applied scenarios are provided. The course also entails the methods of international cooperation among people belonging to different disciplines (i.e industries, European enterprises, universities and NGOs),the methods of communication with EU institutions, the methods of networking in EU projects and consortium development, and the methods of organizing joint activities. The course is designed in a framework of applied sessions.

This course is designed for students who plans to be involved in EU funded projects at some point in his or her career. The course aims to raise awareness on EU funded projects, apply a framework for developing projects and to improve strategic thinking skills. The course will examine the steps of project planning and implementation process together with some skill building exercises in this respect. Specific topics include: EU funding mechanisms, project management, logical framework approach, proposal writing and grant management. At the end of the course it is expected that the student will have the tools to tackle the complex system of European funding.

EU Intellectual Property and Competition Law

The aim of this course is to demonstrate the fundamentals of EU competition policy and intellectual property rights (IPR) in the EU. Competition law and IPR are important because these issues involve economic, financial and intellectual interests. Firstly the essentials of competition law together with the economic necessity of competition policy will be given. Articles 81 and 82 of the EU Treaty concerning the regulation of competition will be explored in depth via the enormous proportion of decisions of the Commission and cases before the Court of Justice and Court of First Instance. Then, the concept and subjects of IPR will be looked at; the protection of copyrights, patents, trademarks and industrial design rights will be analyzed respectively. Their use will be elaborated based on the relevant cases. A focus will be given to the international agreements on this issue as an effort of harmonization. Respective regulations and directives on the subject will be analysed at in order to comprehend the efforts on the EU side. As a point of comparison, the differences of the respective laws in the EU and Turkey will also be provided.

Impact Analysis

All developed countries make sure that the legal arrangements that are likely to enter into force are in line with the results of Regulatory Impact Assessments (RIA). In 2002, the European Commission also introduced an impact assessment system in order to structure and support the development of EU policies. RIAs constitute an indispensable tool to measure the economic, social, political and environmental impacts of policy changes at the national, local or business levels. The most important value added by these analyses lies on their contribution to policy development. A candidate country willing to join the EU needs to go through a difficult process of legislative changes in order to adopt the EU acquis. In this perspective, throughout the accession negotiations, a thorough knowledge over impact analyses help candidate countries in calculating benefits and costs of alignment, developing strategies and timetables, and negotiating with the EU for transition periods.

Lobbying in the EU

The goal of this course is to give a comprehensive understanding of interest representation in the EU and lobbying process in Brussels. Objectives, strategies and techniques of lobbying are analyzed. The activities and tactics required for an effective lobbying strategy in Brussels are discussed. Lobbying for civic and producer interests are differentiated: On the one hand, lobbying activities of environmental groups, regions, also lobbying for human rights, gender equality are discussed. On the other hand, business interest groups including trade associations, also professions and labour organizations? lobbying activities in Brussels are analyzed. The course focuses on practical aspects of lobbying in the EU. Throughout the course, lobbying in the EU are scrutinized through several successful and failed case studies.

Negotiation with the EU requires a thorough knowledge of negotiation techniques, of EU?s acquis communautaire as well as candidate countries? own legislation and a variety of topics covered by 33 negotiation chapters. The course consists of reviewing negotiation framework of Turkey. The very conditions of the present negotiation process are illustrated with examples pertaining with 33 negotiating chapters provided by the experts of the EU Secretariat General.

The fundamentals of the common policies of the European Union will be demonstrated. The aim of the course is to further develop students? abilities to analyse policy-making in the European Union taking into account theoretical and historical perspectives. Explanation of the policies is necessary in order to understand the tools of a deeper integration in terms of the economic, political and social perspectives. The relationships between the European Union and its citizens will be a focal point throughout the whole course.
