IRM108ES External Relations of the European Union / A course by Jean Monnet Chair
This course is part of the teaching activities of the Jean Monnet Chair in European Political Integration. It invites postgraduate students with a solid understanding of European integration, the EU’s history, institutions and policies. Students are offered an interactive opportunity to explore selected issues of the European Union’s relations with non-EU countries and other groups of countries in the world. The aim of the course is to understand the history as well as mechanisms and practice of diplomacy. Changing world-contexts for the diplomacy from Westphalia era to the present will be elaborated in the course. In the course the emergence of new social groups and strata for the diplomacy during the late 20th century will be examined. The course objectives are to teach about the nature of conflict negotiation, to give a broad intellectual understanding of the central concepts in negotiation and to develop confidence in the negotiation process as an effective means for resolving conflict, to improve analytical abilities in understanding the behavior of individuals, groups, organizations, and states in competitive situations. IRM110ES Multilateral Diplomacy IO’s and International Regimes
This course is a survey of the evolution of the multilateral diplomacy. Within that matrix, the unfolding connections of diplomatic relations, emergence and structural changes in the international regimes, and social and cultural transformation of the diplomacy will be investigated in the course. The course includes deep readings and detailed analysis of selected issues in multilateral diplomacy, international organizations and international regimes.

This course would be constituting an analysis in depth and detail of the multidimensional aspects of the Turkish foreign policy, which is dictated by its geopolitical location, strategic qualities and its volatile and unstable neighbourhood. Through a recent historical perspective, multiple dimensions and directions of the Turkish foreign policy intended to be studied from different angles. The line of thinking involves to highlight the paradox of Turkey’s longest peaceful time ever passed in its history-as long as 85 years-which is a rare case, if not unique in the international community, despite its very difficult environment engulfed in worst conflicts in the world. In studying this dichoto my both internal, as well as external dinamics are analyzed. The dimension, concretely to be worked out would involve the European (not only the EU), Asian, Eurasian, Caucasian, the Balkans, the Middle East, the Black Sea, the Mediterranean dimensions. None of these should be considered secondary in priority compared with each other and neither should be neglected. In connection with these issues, promotion of Turkish image abroad, energy policies have also been taken as the basic features of the seminar.

This course is an introduction to the theory and practice of modern diplomacy and statecraft. The purpose of the course is to give theoretical background and practical training in communication and diplomatic protocol. Main objectives are: to present basic concepts of diplomatic protocol and etiquette; to present basic information about the role and importance of the protocol in contemporary diplomacy, diplomatic ceremonies, diplomatic immunity and privileges, written diplomatic correspondence; to introduce the basic methods for developing communicational competence; to help students in practical coherent implementation of principles guiding the development of communicational competence.

IRM211ES International Politics of the European Union / A course by Jean Monnet Chair
This course is part of the teaching activities of the Jean Monnet Chair in European Political Integration. It invites postgraduate students with a solid understanding of European integration, the European Union’s history, institutions and policies. The course provides students with an interactive opportunity to learn about various aspects of the EU’s international politics, such as the Europeanization of the foreign policies of EU member states, a historical overview of European Political Cooperation and the EU’s Common Foreign and Security pillar, the European Union’s development policy and humanitarian aid policy as well as its relationship with the African, Caribbean and Pacific States, and the external trade aspect of European integration.

IRM213ES Negotiation Techniques
The aim of the course is to acquaint students with negotiation and mediation in diverse settings – bilateral, international and third party intervention. Attention is given to different styles of negotiation, different phases in the negotiation process and to the negotiating environment. In addition, tactics used in negotiations as well as the importance of communication skills, power, persuasion, cultural differences and ethics are explored. The course examines popular assumptions of the negotiations, protecting own interests, distributive and integrative negotiations, pareto optimally, fractionalization, agreements in principle, loops, immaturation of a conflict, gaining the inner part a conflict, successive reframing, de-escalation steps and the other important techniques. Prevention, procedural assistance techniques, training, coaching, substantive assistance, reconciliation, decision-making assistance, design and linkage styles will also be studied.

IRM212ES Policy Making in the European Union
This course provides a comprehensive introduction to policy-making within the European Union, by focusing on the complex EU decision-making procedures and on both internal and external actors who can be influential on the decisions. The course will cover the governance of the European Union; the role of EU institutions in the policy process; the relationship between EU institutions, member state governments, supranational agencies; the functioning of policy networks and other interest groups. It aims to provide students with a broad understanding of the role of a variety of institutions at the supranational, national and sub-national levels in the EU policy process. Students are introduced to how EU legislation is generated as well as to non-legislative approaches, including policy coordination, alternative methods of regulation and intergovernmental cooperation.

This course covers the general problems of Turkish foreign policy. The aim of the course is to point out the implications of Turkey’s geographical position and her relations with Great Powers throughout the 20th century. This course is the study of relations of Turkey with the world from a historical perspective with a particular focus on the cold-war and post-cold war era. Regional problems will also be tackled.
